Born on 08 September, 1946 in Pratapgarh district of Uttar Pradesh, India, educated at KKV College Lukcnow, 1961-63; Government Agriculture College, Kanpur, 1963-67 and G.B. Pant University of Agriculture and Technology, Pantnagar (GBPUA&T), 1967-71.
Started career at GBPUA&T as Assistant Professor in the Department of Genetics and Plant Breeding in 1971, subsequently worked as Professor/Principal Rice Breeder/Local AICRIP Coordinator and Head of the Department (1992-2006) and further in the capacities of Director, ICAR-NRRI, Cuttack, 2006-08; Vice Chancellor, Indira Gandhi Krishi Vishwa Vidyalaya (IGKVV), Raipur, 2009-11 and Birsa Agricultural University (BAU), Ranchi, 2011-14; Managing Director, Nodai Seeds India Pvt. Pant University of Agriculture & Technology, Pantnagar Awards for outstanding Rice Research, 1984, 86, 97 and 2004; STRASA-IRRI plaque of appreciation for significant contribution to STRASA, 2014; Golden Jubilee Award 2015 by the ICAR/ IRRI felicitating as Doyen of Rice Research. honored Esteemed Veterans of the Society in Platinum Jubilee year 2017 with three Certificates of Recognition for development of landmark varieties in Pigeon pea, Chickpea and Lentil and thus contributed towards food and nutritional security of the country. Dr. Pandey is an outstandingly accomplished rice and grain legume breeder with 20 crop varieties. He has distinction of developing Pant Sankar Dhan - 1, the first public bred hybrid rice released in North India in 1997 and two super rice varieties, viz., Pant Dhan - 18 and Pant Dhan - 19, widely adaptated in the irrigated lands of Eastern and Southern and Northern and Western Zone states of India, respectively. Published 252 research articles including 83 full length research papers and guided 32 students of Genetics and Plant Breeding for Ph. D and M.Sc. (Ag.) degrees.
