Born in Rattewal District SBS Nagar, Punjab on 18 June 1956. Educated at Village Govt. School. B.Sc. Agri (1977) and M.Sc. Agri. (1980) from Punjab Agricultural University, Ludhiana; and Ph.D. Agricultural Economics (1984) from IARI, New Delhi.

Member, NITI Aayog, New Delhi 2015 to date; Chairman, Board of Governors, Institute of Economic Growth; Member, XV Finance Commission, 2017-20; Member of the Board of Trustees of CIMMYT (International Maize and Wheat Improvement Center), Mexico; Member of the Policy Advisory Council of the Australian Centre for International Agricultural Research (ACIAR), Canberra, Australia.

Professor, PAU, Ludhiana, 1995-1996; Principal Scientist, National Institute for Agricultural Economics and Policy Research (NIAP), 1996-2002; Professor & Head, Institute of Economic Growth, University of Delhi, 2002-2004; Principal Scientist, 2004-2010, ICAR National Professor, 2006-10, and Director, NIAP, 2010-15. Visiting Professor, University of Wollongong, NSW, Australia (2000) and Visiting Fellow at Institute of Developing Economies, Chiba Shi, Japan (2003). Consultant, FAO, UNDP, ESCAP, UNCTAD and World Bank; Chaired several High-level Committees constituted by Gol; Represented India as Technical expert in High Level Delegation for various Inter-Governmental meetings like G20, SAARC, UN-ESCAP and FAO.

Awards/Honours: Rafi Ahmed Kidwai Award (2010); Jawaharlal Nehru Award of ICAR; DK Desai Award of Indian Society of Agricultural Economics. Chief Editor, Agricultural Economics Research Review. Atal Bihari Vajpayee Award 2018 of Indian Economic Association for excellent contributions all through in academia, policy making and institutional building. Conferred Degree of Science (Honoris Causa) by three Universities.
